Can Ducted fan be used for quadcopter?

You need static thrust for a quad, which ducted fans don't provide. They have high power consumption also.

Perhaps a ducted prop system with a large diameter prop. can be used, but not small fans. Anyway it won't be optimal to use ducted fans and quad's performance will be terrible.

What is Static thrust?

Static thrust is just like it sounds. The object is static (not in motion) and producing thrust (pushing force). A ducted fan is poor at producing thrust from a standstill. A quad hovering is the very definition of static thrust.
